Local Laws 97, 84, & 88 May 1st Filing Deadlines Extended

May 1 marks the deadline for an array of compliance reports NYC co-op and condos must submit to the city; Local Laws 97, 84, and 88 reports are all due on May Day. But according to tech-driven property management firm Daisy, the Department of Buildings (DOB) has extended a grace period for boards who’ve not yet submitted their reports - though the window won’t be open forever. 

Noncompliance with LL requirements can lead to costly fines and other penalties. The following information from Daisy can help your board avoid that worst-case scenario: 

LL97: Emissions Reporting 

Buildings over 25,000 square feet must file an official emissions report for 2024, typically through their engineer or architect submitting it via the DOB's new BEAM portal.

While May 1 was the official deadline, the City has extended the penalty-free period to June 30, 2025. Buildings needing more time beyond that have until August 29, 2025 to apply for an extension; missing the deadlines can trigger penalties of $0.50 per square foot, per month.

LL84: Energy benchmarking

This year, the compliance deadline for the annual report of your building's energy and water usage has been extended to June 30, 2025. According to Daisy, if your building is already filing under LL97, you can bundle your extension requests to keep things streamlined.

LL88: Sub-metering & Lighting Upgrades

If your building falls under this law, requiring upgraded lighting in commercial spaces and residential common areas, you’ll need to submit a compliance report by May 1st.

According to Daisy, if your building is subject to both LL88 and LL97, you can file everything together. “But if you're only dealing with LL88, you’ll still have a grace period until June 30, 2025—with no option for a further extension.”

With May 1 here and gone, and the clock ticking on grace periods and extension deadlines, Daisy recommends boards and managers do the following right now in order to get compliant and avoid unnecessary fines: 

  • Talk to your engineer or architect. Confirm they’re ready to submit through the BEAM portal.
  • Check your energy data. Make sure your 2024 usage is complete and accurate in Portfolio Manager.
  • Map your deadlines. Know exactly which laws apply to your building and when your reports are due.
  • Apply for extensions early. Don’t wait—they’re not guaranteed.
