pos! This fall, the Cooperator Events  
New York Expo will take place at the NY  
Hilton Midtown on Thursday, Septem- 
ber 23, 2021, from 9:00 a.m. to 4:30 p.m.  
We have an exciting line-up of exhibi- 
tors who are eager to interact in person,  
covering every aspect of multifamily liv- 
ing—from board governance, financial

INSURANCE 
Mackoul Chosen as Insurance Broker  
for Gramercy North Condo 
Effective December 3, 2020, Mackoul  
Risk Solutions is providing insurance  
brokerage services for  Gramercy North  
Condominium, according to informa- 
tion released by the agency.  
Gramercy North is a new construction  
development consisting of 14 full-floor  
condominium residences conveniently  
located in the center of Downtown Man- 
hattan, per the release. Residents have  
access to a virtual doorman service, a se- 
cure package room and bike room, and  
a landscaped rooftop with beautiful city  
views.  
“We are excited to continue our work- 
ing relationship with Choice New York  
Management, who are experts in man- 
aging cooperative, condominium, and  
rental buildings,” says Greg Mackoul,  
Business Development Specialist with  
the agency.  
Mackoul Risk Solutions is an insur- 
ance agency in Manhattan, New Jersey,  
and Long Island that specializes in co-op  
and condominium insurance. 
LABOR 
RAB Issues Mask-Wearing Guidance  
for Union Employees 
On May 16, 2021, the Centers for Dis- 
ease Control and Prevention (CDC) is- 
sued updates to its mask-wearing guide- 
lines advising fully vaccinated Americans  
that they no longer need to wear masks  
or maintain social distance both indoors  
and outdoors, except where required by  
federal, state, local, tribal, or territorial  
laws, rules, and regulations, including  
local business and workplace guidance.  
Three  days  later,  May  19,  New  York  
Governor Andrew Cuomo announced  
that the state will adopt such recom- 
mendations, with the exception of Pre-K  
to 12 schools, public transit, homeless  
shelters,  correctional  facilities,  nursing  
homes, and healthcare settings where ev- 
eryone still needs to be properly masked  
at all times.  
The following week, the Realty Ad- 
visory Board on Labor Relations (RAB)  
and the Local 32BJ Union that represents  
many of the state’s building service work- 
ers came to an agreement regarding the  
updated federal and state guidance on  
masking in their workplaces. The under- 
standing is as follows: 
 1. Employers should immediately  
clarify their mask policy considering the  
updated CDC/NYS masking rules.  
a. Employers who wish to continue a  
policy requiring masks on 100% of em- 
ployees may continue to do so. 
b. Employers who wish to permit vac- 
cinated employees to take advantage of  
the new guidance for fully vaccinated in- 
dividuals may do so, provided such em- 
ployer complies with paragraph 2, below. 
c.  No Employer shall prohibit vacci- 
nated employees from wearing masks. 
2. Employers who wish to permit fully  
vaccinated employees to  be unmasked,  
according to new CDC/NYS guidance,  
may do so.   
a. First, the employer must clarify  
their policy to permit it, as per paragraph  
1 above, and must designate a point-of- 
contact to correspond with employees  
and/or receive documentation from em- 
ployees in connection with the updated  
policy. 
b. If a fully vaccinated employee wish- 
es to take advantage of the new mask- 
ing exceptions for fully vaccinated indi- 
viduals, in connection with an employer  
policy permitting it, the employee must  
submit competent evidence of the em- 
ployee’s full vaccination to the employer’s  
designated point-of-contact.   
c. Competent evidence may include a  
copy (either photograph, PDF, or photo- 
copy) of an individual’s CDC “Covid-19  
Vaccination Record Card” or a note from  
an employee’s doctor or other medi- 
cal professional that an individual has  
received all necessary doses of a vac- 
cine.  The employer must keep all vac-
